The City of Los Angeles has completed the Final Program Environmental Impact Report (Final PEIR) on the Exclusive Commercial and Multifamily Solid Waste Franchise Collection and Handling system, also known as Zero Waste LA. It is anticipated that the Final PEIR will considered by City Council for certification in April 2014, under Council File Number #10-1797-S16.
The City of Los Angeles (City) will consider the adoption of an ordinance to establish and implement an exclusive waste franchise system on a citywide basis for collection and handling of Solid Resources (including solid waste, organic material and recyclables) from commercial and multifamily establishments currently serviced by permitted private waste haulers within the City. Zero Waste LA would replace the City’s current open market solid waste collection and handling system for commercial and multifamily establishments in the City.  The City’s Bureau of Sanitation collects, with its own publicly owned solid resources collection trucks, solid waste, organics and recyclables from single family homes, smaller multifamily complexes, and certain larger residential complexes and City facilities.  The City will continue to provide these services which are not part of the proposed project.

The Final PEIR, and response to comments, is available for review at
